In TDS 0.101, it says:

> \item Many font files will have the same name (e.g., \path|cmr10.pk|),
> as discussed in Section~\ref{sec:Valid Font Bitmaps}.  An implementation
> must therefore somehow distinguish these files by mode and
> resolution. (Again, all implementations we know of already have this.)

The word "somehow" seems out of place here, since the TDS does restrict
how this can be accomplished.
