Unles and until the world (or at least the TeX world) agrees on an
operating-system independent means of specifying a file unambiguously
(e.g. by adopting URLs), such a proposal is doomed to failure: a TeX
document should process identically on all TeX installations, but the
use of O/S-specific file specifications will prevent the document
from functioning at all if processed under a different operating system.
