    I would guess that TeX Live developers could control both of 
    those directory locations for LaTeX2HTML, 

It's not that simple.  In practice, the installation and code in
latex2html itself would have to be changed to make it work with the TL
installation.  The few of us working on TeX Live can't undertake to make
those changes.  If Ross or other latex2html developers feel like working
on the issue, we can discuss with them.

The distro installers like yum and apt-get are entirely independent of
tlmgr.  The distros can package latex2html as it stands now, no problem.

I'm glad that your correspondents haven't had any problem with the
generated html.
