I guess kpse is returning the right path but it is unusable: for
instance, files located in


won't be found by TeX as it is looking them in:


In order to be able to use a personal TEXMF directory, this user had to
create another TEXMFHOME, for instance by (command line for Windows
users is often a pain!):

  tlmgr conf texmf TEXMFHOME C:/texmf

Hence my suggestion to make if possible TL able to deal with long
and/or containing diacritics <user name>, and, if not, to warn the user
during installation, at least by suggesting him to use another
TEXMFHOME than the default one (C:/texmf instead of C:/Users/<user
