I am not sure what your point is. Some program was unable to find
C:/TL2007/texmf/web2c/texmf.cnf even though its directory was on
the list of directories searched. All programs in TeXLive 2007
search that directory and succeed in finding texmf.cnf without
any TEXMFCNF variable needing to be set. This includes TeX. This
failure to find texmf.cnf happens only with label creation, so
perhaps mpost is not calling TeX correctly.
